Respect Orders are designed to provide authorities with more robust tools to manage individuals who persistently disrupt public spaces. These measures address a wide range of behaviours that negatively impact communities.

Enhanced Penalties and Rehabilitation

  1. Banning Repeat Offenders from Public Spaces
Offenders may be prohibited from entering areas where their actions have caused harm, such as high streets, local parks, or public drinking spots.
  2. Rehabilitation Requirements
To address the causes of anti-social behaviour, offenders may be required to participate in programs like:

    • Drug and Alcohol Treatment Services to reduce substance-related incidents.
    • Anger Management Courses to help offenders better manage their emotions and interactions.
  3. Criminal Enforcement for Non-Compliance
Breaching a Respect Order is classified as a criminal offence, granting police the authority to make immediate arrests. Courts can impose penalties, including community orders, fines, curfews, and prison sentences of up to two years for severe cases.

Tackling Vehicle-Related Disruption

Respect Orders also strengthen police powers to seize vehicles involved in anti-social behaviour, eliminating the need for prior warnings. This provision directly targets problems such as:

  • Off-Road Bikes and E-Scooters disrupting parks and pavements.
  • Street Racing and Car Meets that often involve aggressive revving, loud music, and intimidating behaviour.

By enabling swift action, the government hopes to deter future offenders and reduce the misery these activities cause to local residents.

How the Orders Will Be Implemented

The Respect Orders will initially be trialled in select locations to evaluate their effectiveness before rolling out nationwide. The pilot phase will allow authorities to assess the operational impact and refine the approach to ensure the best outcomes.

This initiative aligns with the government’s broader Neighbourhood Policing Guarantee, which includes:

  • Reintroducing community patrols to town centres.
  • Recruiting thousands of additional neighbourhood officers.
  • Assigning named officers to each community to ensure accountability and stronger relationships with residents.

What It Means for Communities

The Respect Orders aim to produce tangible benefits for both victims and offenders, contributing to a healthier, safer society.

Expected Benefits

  • Improved Public Safety: Reducing incidents of harassment, vandalism, and other disruptive behaviours.
  • Support for Victims: Greater trust in the ability of authorities to take meaningful action.
  • Reduced Reoffending: Addressing underlying issues like substance abuse or anger management through rehabilitation.
  • Stronger Communities: Helping neighbourhoods reclaim public spaces and restore a sense of pride.

Stakeholder Perspectives

Home Secretary Yvette Cooper

“Too many town centres and neighbourhoods are plagued by anti-social behaviour. Respect Orders will ensure repeat offenders face meaningful consequences while safeguarding our communities. These measures will complement our broader mission to reclaim our streets.”

Deputy Chief Constable Andy Prophet

“These powers give us the ability to act decisively against offenders, from banning them from public spaces to seizing vehicles used in anti-social ways. Respect Orders will be a crucial tool in keeping our streets safe.”

Harvinder Saimbhi, CEO of ASB Help

“By addressing the root causes of anti-social behaviour, these orders can reduce reoffending and provide much-needed relief to victims and communities.”
