Healey outlines vision for 'one Defence' in first address to MOD staff, emphasizing readiness and increased spending.

At his inaugural address as Defence Secretary, John Healey set out a bold vision for the UK’s armed forces, emphasizing the need for a unified approach to national security.

Speaking to both military and civilian staff at the Ministry of Defence (MOD) on Monday, Healey outlined his priorities for the department under the new Labour government.

 

A Call for ‘One Defence’

Central to Healey’s message was the concept of “one Defence” – a guiding principle aimed at integrating all aspects of the UK’s defence capabilities.

He stressed that national security relies not only on uniformed personnel but also on civil servants, industry workers, researchers, and software developers.

“Our mission is to make Britain secure at home and strong abroad, with the guiding principle of one Defence,” Healey declared.

“Because it isn’t just those who serve in uniform who defend this country, it’s those of you who serve in the Civil Service, who work on the production line, who staff the research labs, who develop software.”

 

Addressing Challenges and Commitments

Healey didn’t shy away from acknowledging the challenges facing the armed forces, citing:

  • War in Europe
  • Conflict in the Middle East
  • Growing Russian aggression
  • Increasing global threats

He also pointed to what he described as “serious problems” within the UK’s military:

  • 14 years of underfunding
  • Hollowed-out armed forces

To address these issues, Healey reaffirmed the government’s commitment to:

  1. Increasing defence spending to 2.5% of GDP
  2. Supporting NATO
  3. Maintaining the nuclear deterrent
  4. Continuing support for Ukraine

 

A Focus on Results Over Optics

In a departure from his predecessors, Healey emphasized substance over style.

“I am more interested in results than photo opportunities,”

he stated, signaling a potential shift in how the MOD communicates its work to the public.

The new Defence Secretary also highlighted the importance of diversity and inclusivity within the armed forces and civil service.

“We will have an Armed Forces and Civil Service, drawing on all the talents. We’ll have a culture that values all, and we’ll have zero tolerance for any abuse, in the military or the Civil Service,” Healey affirmed.

 

Looking Ahead

While Healey’s address was light on specific policy details, it set a clear tone for his tenure. He emphasized the need for:

  • Well-equipped and ready-to-fight armed forces
  • A skilled, scalable industrial base
  • Stronger relationships with allies
  • A more influential MOD
  • Improved public understanding and support for those who serve

The Defence Secretary concluded by calling on staff to contribute their experience and ideas to help shape the future of UK defence.

“I will rely on your experience, your honesty. I’ll rely on your dedication to solve the problems, in delivering the government’s defence plans,” he said.

 

As Healey settles into his new role, all eyes will be on the MOD to see how these ambitious goals translate into concrete actions. With global tensions rising and the nature of warfare evolving, the challenges ahead are significant.

The success of Healey’s “one Defence” vision may well determine the UK’s ability to navigate an increasingly complex security landscape.
