Authorities in the Philippines have made substantial progress in their fight against illegal online adoption practices. The National Authority for Child Care (NACC), in collaboration with the Philippine National Police (PNP) and the Department of Information and Communications Technology (DICT), successfully reduced the number of Facebook pages selling babies.

The crackdown, which involved a coordinated effort among various government agencies, led to a significant decrease in such illegal activities.

Recent Developments and Arrests

Last week, NACC Executive Director and Undersecretary Janella Estrada confirmed the arrest of a mother in Catarman, Northern Samar. This mother sold her children, aged 1 and 2, to an undercover PNP agent for PHP30,000 each. The mother is now under police custody, and her children are being cared for at the Lingap Center in Catarman.

 

Efforts and Achievements

Estrada noted that ongoing collaboration with the PNP and DICT’s Cybercrime Investigation and Coordinating Center (CICC) and Women and Children Protection Center (WDCC) was crucial in reducing the number of illegal Facebook pages. The NACC continues to monitor social media sites and requests the removal of such pages from Facebook, although the platform has yet to respond.

  • The number of monitored Facebook accounts involved in child trafficking has been significantly reduced.
  • Ongoing coordination with local and national authorities enhances the effectiveness of these efforts.

 

Upcoming Events and Initiatives

The NACC is also organizing the final two stops of the 1st National Congress on Adoption and Alternative Child Care. These events will take place in Clark, Pampanga for the North and Central Luzon clusters, and Cebu City for the Visayas cluster. The congress aims to strengthen partnerships with local government units (LGUs) and enhance the implementation of adoption and alternative childcare programs.

Congress Details:

  • Pampanga: June 19-20, 2024
  • Cebu: June 26-27, 2024

 

Strengthening Local Partnerships

The congress will provide an opportunity for the NACC to collaborate with 29 LGUs, which have signed a memorandum of agreement for developing foster parents. An additional 22 LGUs are currently in the process of signing agreements. These initiatives aim to bolster the Philippine Foster Care Program and ensure the protection and welfare of children.

Foster Care Program:

  • 216 LGUs have participated.
  • Significant participation from mayors across Mindanao, Metro Manila, and South Luzon.

Protecting Vulnerable Children

NACC’s efforts are part of a broader mission to safeguard and protect the rights and welfare of vulnerable Filipino children. The agency, created under the Department of Social Welfare and Development, assumed responsibilities from the Inter-Country Adoption Board and other agencies under Republic Act 11642, signed by former President Rodrigo Duterte on January 6, 2022.
