During 2024, the City of Phoenix Housing Department made transformative strides in addressing local housing needs. From creating new housing options to revitalizing neighborhoods, these efforts reflect a commitment to affordability, accessibility, and community growth.

Here’s how Phoenix achieved these remarkable milestones.

Housing Phoenix Plan Nears Completion

Phoenix’s ambitious Housing Phoenix Plan is now 96% complete, with 48,391 housing units created or preserved by September 2024. This achievement brings the city closer to its 2030 goal of 50,000 units, offering diverse housing options for residents across income levels.

Breakdown of Units:

  • Affordable Housing: 4,625 created, 6,020 preserved
  • Workforce Housing: 11,228 created
  • Market-Rate Housing: 26,518 created

Collaborating with private and non-profit developers, Phoenix has ensured a mix of housing solutions, addressing shortages and promoting long-term stability for families of all sizes.

Revitalizing Neighborhoods Through Federal Grants

Edison-Eastlake Transformation

Thanks to a supplemental grant from HUD’s Choice Neighborhoods program and $21 million in voter-approved bonds, 577 outdated public housing units in Edison-Eastlake are being replaced with over 1,000 mixed-income units. The initiative includes better services, upgraded infrastructure, and enhanced community resources.

Marcos de Niza Neighborhood Plan

A planning grant enabled the city to design a comprehensive revitalization strategy for the Marcos de Niza-Grant Park area. This project lays the foundation for future improvements benefiting residents and the broader community.

Empowering Families Towards Independence

The Family Self-Sufficiency (FSS) Program celebrated the success of 44 graduating families in 2024. Participants achieved financial growth, with a combined income increase from $560,000 to over $1.96 million and $585,000 in escrow funds distributed.

Five graduates purchased homes, showcasing the program’s power to transition residents from subsidized housing to independence.

Innovative Use of Relief Funds

Landlord Incentive Program

In 2024, 1,153 incentives were distributed to 384 landlords, with 284 joining the Housing Choice Voucher program for the first time. This effort has expanded options for renters and strengthened community participation.

Affordable Housing Initiatives

Pandemic relief funds also supported gap financing for new developments and launched a community land trust to preserve long-term affordability. Additionally, $10.5 million was allocated for shelters and supportive services for families experiencing homelessness.

Lowering Development Barriers with Parking Reforms

In a forward-thinking move, Phoenix amended its zoning ordinance to reduce parking requirements for multifamily developments. This policy lowers construction costs and encourages diverse housing options, further advancing the city’s housing accessibility goals.
