In a recent address at the OSCE, Fatène Benhabylès-Foeth, France’s Permanent Representative, highlighted the critical importance of media freedom and journalist safety. The joint statement, presented by the Informal Group of Friends of Safety of Journalists, focused on the June 2024 Report by the OSCE Representative on Freedom of the Media. This report underscores the rising threats to journalists and the need for urgent action.

Increasing Dangers in the OSCE Region

Media freedom and the safety of journalists are becoming increasingly precarious across the OSCE region. The June 2024 Report reveals a troubling trend: more governments are using national security as a pretext to stifle independent media and control information. This alarming situation highlights the necessity of safeguarding journalistic freedom as an integral part of security.

 

The Impact of the Russian-Ukrainian Conflict

The Russian war of aggression against Ukraine has exacerbated these threats significantly. Numerous journalists have been killed or imprisoned since the conflict began. The report details how state disinformation, censorship, and systemic repression of independent media in Russia and Belarus have reached unprecedented levels.

The OSCE’s call for the immediate and unconditional release of these journalists is a critical step towards restoring media freedom in the region.

 

The Role of New Technologies in Media Repression

Surveillance and Intimidation

Intimidation and violence against journalists are escalating through disinformation campaigns, Strategic Lawsuits Against Public Participation (SLAPPs), and invasive surveillance activities. These actions pose severe challenges to the future of independent journalism.

The increasing use of new technologies, including artificial intelligence, for repressive purposes against the media is particularly concerning. Addressing these issues is crucial for maintaining a free and pluralistic media landscape.

Similar action plans, national coordinators, and police registration of hate crimes can be adapted to tackle intolerance and discrimination against journalists. These measures could serve as a blueprint for protecting journalists and ensuring media freedom.
