Security of Supply Arrangement Strengthened

U.S. and Germany establish a bilateral agreement to ensure access to critical defense resources and enhance supply chain security.

The United States and Germany have entered into a new Security of Supply Arrangement. Signed on October 22, 2024, in Brussels, the agreement aims to ensure the availability of critical industrial resources for both nations in times of crisis.

This partnership further enhances the long-standing defense relationship between the two countries.

 

Strengthening the U.S.-Germany Defense Partnership

The Security of Supply Arrangement (SOSA) signed between the U.S. Department of Defense (DoD) and the German Federal Ministry of Defence (DEU MOD) ensures that both countries can respond more effectively to defense needs.

Whether during peacetime disruptions or military conflicts, this agreement helps guarantee that critical defense resources remain accessible to meet urgent requirements.

For the U.S., the arrangement brings Germany into a select group of 19 nations that have formal SOSAs, a key aspect of enhancing global defense preparedness.

Both nations will commit to prioritizing each other’s requests for essential defense materials.

In practice, this means that:

  • The U.S. will utilize its Defense Priorities and Allocations System to fast-track Germany’s defense requests.
  • Germany will implement a Code of Conduct for its industries, encouraging voluntary cooperation to support U.S. defense needs.

These reciprocal commitments strengthen the overall defense capabilities of both nations, ensuring they can tackle unforeseen challenges more quickly.

The SOSA goes beyond mere cooperation—it proactively addresses the vulnerabilities that can arise in global defense supply chains. Both nations aim to streamline their procurement processes and prevent bottlenecks that could hinder military operations.

This arrangement not only strengthens the U.S.-Germany alliance but also contributes to the stability of the broader global defense ecosystem.

Through joint working groups and enhanced communication channels, the agreement will make it easier to foresee potential supply disruptions and address them before they become critical issues.

As Vice Admiral Carsten Stawitzki of the German Ministry of Defence noted, this arrangement

“ensures that both nations can respond to global threats more effectively, with reliable access to critical resources.”

 

A Broader Context for Defense Preparedness

In a world where defense challenges are increasingly complex, the Security of Supply Arrangement is a crucial step toward creating a resilient defense framework. The agreement reflects the ongoing need for collaboration among allies, particularly as new geopolitical tensions and conflicts arise.

By fostering stronger ties between allied nations, the U.S. and Germany aim to ensure they are better prepared to address not just current threats, but those that may emerge in the future.
