On 18th September 2024, the Security Industry Authority (SIA), in a coordinated effort with HMRC and Home Office Immigration Enforcement, launched a surprise nationwide operation to combat labour exploitation within the UK’s private security sector.

This move is part of “Operation EMPOWER,” a wider campaign aimed at cracking down on illegal employment practices and protecting workers’ rights.

Nationwide Operation

In an unprecedented move, the SIA mobilised its regional teams to investigate 35 locations across the UK, targeting those exploiting workers through unfair wages, tax evasion, and immigration offences.

This operation is a bold step in confronting labour exploitation head-on, ensuring that legitimate businesses can thrive without being undercut by unscrupulous operators.

According to Paul Fullwood, the SIA’s Director of Inspections and Enforcement, the mission of Operation EMPOWER is clear:

“We are taking the fight to the criminals, supporting legitimate private security businesses, and protecting the public.”

The operation addresses pressing concerns, including:

  • Tax evasion
  • Breaches of National Minimum Wage legislation
  • Fraudulent employment status
  • Immigration violations
  • Violations of the Private Security Industry Act 2001

By holding companies accountable, the SIA is not only enforcing the law but also creating a safer, more regulated industry for both workers and the public.

Operation EMPOWER

Operation EMPOWER is not a one-off event. Instead, it represents a long-term strategy designed to disrupt and dissuade labour exploitation across the UK.

Ronnie Megaughin, the SIA’s Head of Compliance and Inspections, made the authority’s stance clear, saying:

“This successful operation highlights our commitment to tackling unlawful activities by unscrupulous individuals and businesses.”

Megaughin went on to explain that each illegal action has the potential to harm vulnerable workers, leading to compromised safety and rights.

The operation serves to protect these individuals while fostering an environment where legitimate businesses can prosper without fear of being undermined by illegal practices.

Why This Matters to the Public

Labour exploitation in the private security industry has broader implications beyond unfair treatment of workers. It compromises public safety, undermines ethical businesses, and erodes public trust in the industry.

Through robust enforcement, the SIA aims to restore confidence in the security sector while ensuring that companies operate within the law.

To illustrate the scale of the issue, the following table summarises the main breaches identified during the operation:

Type of Breach

Examples Found

Tax evasion Unreported earnings
Breaches of National Minimum Wage Underpaid security personnel
Fraudulent employment practices Illegal workers
Immigration violations Non-compliant immigration status
Violations of Private Security Industry Act Lack of valid SIA licenses

What’s Next for the Private Security Industry?

Operation EMPOWER is set to continue, with further actions planned to uncover more violations. The SIA encourages members of the public, as well as industry professionals, to report any suspicions of unlawful activities.

By creating a hostile environment for those who seek to exploit workers, the SIA and its partners are working to elevate the standards of the private security industry.

For those concerned about potential exploitation within the sector, Fullwood has also highlighted the importance of collaboration:

“We will continue to work with law enforcement partners, industry representatives, and regulatory agencies to root out these harmful practices.”

This national crackdown represents a new chapter in how the UK regulates its private security industry. With further actions planned, businesses are urged to comply with all legal requirements or face significant repercussions.

A Call for Vigilance and Compliance

The SIA’s actions serve as a wake-up call to all involved in the UK’s private security sector. Labour exploitation not only harms individuals but also damages the industry’s integrity. Through initiatives like Operation EMPOWER, the SIA is signalling a zero-tolerance policy toward any unlawful practices.

The public is encouraged to report any suspicious activities and stay informed about ongoing efforts to maintain the highest standards of fairness and security in this critical industry.
