As the academic year approaches, the UK Government has released the latest updates on student loans, impacting thousands of graduates and students.

These updates, which include changes to interest rates and repayment thresholds, will take effect from 1 September 2024, affecting how borrowers manage their finances.

The Updates at a Glance

The Department for Education announced several changes to interest rates and repayment thresholds for various types of student loans, including Income Contingent Student Loans (ICR), Postgraduate Loans, and Mortgage Style Loans.

These adjustments are part of the annual review aimed at aligning loan terms with the current economic conditions.

Interest Rates for 2024-2025

The interest rates for different types of loans vary, depending on when the loan was taken out and the borrower’s circumstances.

  • Plan 1 Income Contingent Student Loans (1998-2012):
The interest rate for these loans is based on the Retail Price Index (RPI) or the Bank Base Rate +1%, whichever is lower. For the period from 1 September 2024 to 31 August 2025, the RPI has been set at 4.3%, which will also be the interest rate unless the Bank Base Rate drops below this figure.
  • Plan 2 Income Contingent Student Loans (2012-2023):
For those with Plan 2 loans, interest rates vary between RPI and RPI +3%, depending on income. The RPI is again 4.3%, with rates ranging from 4.3% to 7.3%, based on earnings. If your income is £28,470 or less, the interest rate remains at 4.3%, but it rises incrementally for those earning up to £51,245.
  • Plan 5 Income Contingent Student Loans (from 2023 onwards):
The interest rate for Plan 5 loans is RPI +0%. With RPI at 4.3% for the upcoming year, Plan 5 borrowers will see an interest rate of 4.3%, subject to any caps reflecting the prevailing market rate.
  • Postgraduate Loans – Plan 3:
Postgraduate loans, covering both Master’s and Doctoral loans, will have an interest rate of RPI +3%. Therefore, from 1 September 2024 to 31 August 2025, this translates to a 7.3% interest rate.
  • Mortgage Style Loans:
The interest rate for these older loans, which are no longer issued but still managed by some borrowers, will also be set at 4.3%, in line with the RPI.

Changes to Repayment Thresholds

The repayment thresholds, which determine when borrowers begin repaying their loans, have also been updated:

  • Plan 1 Loans:
The threshold will rise to £26,065 from 6 April 2025 to 5 April 2026. This means borrowers earning below this amount won’t start repayments during this period.
  • Plan 2 Loans:
For Plan 2 loans, the repayment threshold will increase to £28,470. Those earning below this threshold will defer repayments, while those above will see their repayments calculated based on a sliding scale.
  • Plan 5 Loans:
The repayment threshold for these loans, which will start coming into repayment from April 2026, is set at £25,000.
  • Mortgage Style Loans:
The deferment threshold for these loans, where repayments can be paused if earnings fall below a certain level, has been set at £39,543.

Understanding the Impact

These updates reflect the Government’s response to current economic trends, including inflation and interest rate changes. For many borrowers, particularly those with Plan 2 loans, the rising repayment thresholds and interest rates may lead to increased financial planning needs.

Summary of 2024-2025 Student Loan Interest Rates and Thresholds

Loan Type

Interest Rate (Sept 2024 – Aug 2025)

Repayment Threshold (£) (Apr 2025 – Apr 2026)

Plan 1 Income Contingent Loans 4.3% 26,065
Plan 2 Income Contingent Loans 4.3% – 7.3% 28,470
Plan 5 Income Contingent Loans 4.3% 25,000
Postgraduate Loans (Plan 3) 7.3% To be announced
Mortgage Style Loans 4.3% 39,543 (Deferment Threshold)

Government’s Perspective

In a statement, a Department for Education spokesperson said,

“These adjustments ensure that student loan repayments remain fair and reflective of current economic conditions, helping borrowers manage their obligations effectively.”

These changes are set to shape the financial landscape for many UK graduates and current students.

As these rates and thresholds come into effect, borrowers should stay informed and consider the implications for their financial planning.
