Breaking Records: U.S. Passport and Visa Services Under the Biden-Harris Administration

The Biden-Harris Administration has achieved historic milestones in U.S. passport and visa services, setting unprecedented records while embracing innovation and improving global citizen support.

This progress reflects the administration’s dedication to enhancing accessibility, national security, and economic growth.

 

Introduction

The Department of State’s Bureau of Consular Affairs has issued 90 million passports and 30 million visas since 2021, setting records under the Biden-Harris Administration.

With faster processing times, new digital services, and global outreach, these advancements showcase a strong commitment to serving citizens, fostering innovation, and bolstering economic prosperity.

 

Record-Breaking Achievements in Passport and Visa Services

Historic Milestones in Passport Issuance

The demand for travel documents has soared to new heights. Since 2021, nearly 90 million U.S. passports have been issued, increasing the total number of valid passports in circulation to a record 170 million. This achievement marks the third consecutive year of record-breaking issuance.

In fiscal year 2024 alone, 24.5 million passports were issued, including over 3.7 million passport cards. Additionally, processing times have been reduced to an impressive 4–6 weeks—the fastest turnaround in over five years.

Expanding Accessibility to Critical Services

Recognizing the growing demand, the Department launched its largest expansion of passport services in decades, with plans to open six new passport agencies. These efforts aim to make essential services more accessible to millions of Americans.

 

Innovation Transforming Consular Services

Online Passport Renewal: A Groundbreaking Service

In September 2024, the State Department introduced the Online Passport Renewal (OPR) system, revolutionizing the way Americans renew passports. This platform allows users to complete the entire renewal process, including photo uploads, from the comfort of their homes.

So far, over 1.5 million citizens have utilized the OPR system, and millions more are expected to benefit in the coming years. The initiative reflects the administration’s focus on technological advancements that enhance efficiency and convenience.

Domestic Visa Renewal Pilot

The Department also piloted a domestic visa renewal program in 2024, allowing skilled workers to renew their visas without leaving the U.S. This initiative benefited 6,000 applicants from 2,400 companies, minimizing disruptions and supporting productivity across industries.

Evacuations and Crisis Support

The Bureau of Consular Affairs has played a critical role in supporting U.S. citizens during emergencies. Since 2021, more than 10,000 Americans have been evacuated from conflict zones, including Afghanistan, Ukraine, and Sudan. The Department’s commitment to swift and effective responses underscores its dedication to citizen safety.

Honoring Commitments to Afghan Allies

Demonstrating its pledge to global allies, the Department has issued over 78,000 Special Immigrant Visas (SIVs) to Afghan allies since 2021. This represents over half of all Afghan SIVs issued since the program began in 2009, ensuring those who supported U.S. efforts receive the protection they deserve.

Visa services have supported legitimate travel while bolstering the $2.3 trillion U.S. travel and tourism sector, which sustains an estimated 10 million jobs. With a record 11.5 million visas issued in fiscal year 2024 alone, these efforts contribute to a thriving economy.

Strengthening National Security

Improved processing times and innovative measures ensure the integrity of travel documents and secure borders. Initiatives like the Exchange Visitor Skills List adjustment further attract global talent, fostering advancements in U.S. science, technology, and research.
