UK Backs UNRWA at UN Assembly

Ambassador Barbara Woodward emphasises UNRWA's essential humanitarian role in Gaza, rejecting recent Israeli attempts to impede its work.

The United Kingdom has publicly reinforced its commitment to the UNRWA at a recent UN General Assembly session.

In a direct message from Ambassador Barbara Woodward, the UK affirmed UNRWA’s irreplaceable role in Gaza’s humanitarian operations and denounced attempts to hinder its activities, amidst a growing crisis in the region.

 

UNRWA’s Essential Humanitarian Role

The United Nations Relief and Works Agency for Palestine Refugees (UNRWA) is the primary humanitarian organization delivering essential aid and services to Palestinian refugees. In Gaza, UNRWA’s work extends to education, healthcare, food distribution, and shelter, supporting over a million people in dire conditions.

The agency’s importance has only increased in recent months, as Gaza faces intensifying hardships. Current restrictions have blocked vital aid shipments, leaving many civilians reliant on UNRWA’s food and medical supplies.

Ambassador Woodward highlighted the gravity of the situation, stating,

“UNRWA has a mandate from this body, which represents 193 Member States of the UN. It is the backbone of the humanitarian response in Gaza and a lifeline for hundreds of thousands of civilians.”

In the face of one of the most challenging humanitarian crises of our time, the UK’s support for UNRWA is seen as a testament to the agency’s critical mission.

 

The UK’s Commitment to Continued Support

Underpinning its support, the UK government has committed $27 million in funding for UNRWA, with $1.2 million dedicated to implementing operational reforms.

These reforms aim to bolster transparency, accountability, and operational efficiency within the agency, especially given the immense pressure it faces to meet the scale of needs in Gaza and the surrounding areas. The British government has been clear: UNRWA is not only essential but irreplaceable.

The UK’s support comes amid criticisms and claims, notably from Israel, which has expressed concerns about UNRWA’s operations and has recently implemented legislative actions affecting its ability to function.

These include the rescindment of tax exemptions, restrictions on visa durations for UNRWA staff, and limitations on operations in East Jerusalem.

 

Legislative and Operational Hurdles

Recent legislative actions by Israel, specifically new laws passed in the Knesset, have added additional strain on UNRWA’s operations. These include measures to limit UNRWA’s work within Israeli-controlled areas and plans to obstruct its access to resources.

Some of the restrictions facing UNRWA are:

  • Aid Blockages: UNRWA shipments in Israeli ports, including vital food supplies, have been delayed or blocked.
  • Administrative Hurdles: UNRWA’s tax exemptions and office operations in East Jerusalem face restrictions.
  • Visa Limitations: New laws affect the visa duration of UNRWA staff, complicating humanitarian operations.

Israel’s claims against UNRWA also include allegations of facility misuse and security concerns, though these remain unconfirmed by independent investigations. Despite these challenges, the UK remains vocal in its commitment to safeguarding the agency’s essential mission.

 

The Road Ahead: Why International Backing Matters

The escalating situation in Gaza demands robust international support, particularly for UNRWA, the only organization with the infrastructure and mandate to deliver aid at scale.

As Ambassador Woodward remarked,

“Only UNRWA can provide basic services and deliver humanitarian aid at the scale and pace needed to meet those challenges.”

Calls from the UK and other international bodies highlight the importance of continued support for UNRWA as the primary aid provider in the region.

Amidst accusations and rising tensions, UNRWA’s mandate remains unchanged: to serve Palestinian refugees and provide essential humanitarian assistance.

The UK’s renewed commitment to UNRWA underscores a powerful stance within the UN General Assembly, advocating not only for humanitarian assistance but for the right of UNRWA to operate freely and effectively in Gaza and beyond.
