The UK Government is deepening its collaboration with OpenAI to modernize public services, reduce administrative burdens, and improve digital trust through secure UK-based data storage.

Transforming Public Services Through Artificial Intelligence

Deputy Prime Minister David Lammy MP spoke at the OpenAI Frontiers Conference, emphasizing the transformative role of artificial intelligence in reshaping governance and service delivery.

He described AI as “a new technological frontier” with the power to change how people live, work, and interact with government institutions. Lammy outlined how AI can eliminate inefficiencies, boost productivity, and help public servants focus on the human aspects of their work.

Lammy highlighted projects like AI Consult, which rapidly analyzes public consultation data, allowing civil servants to respond to issues faster. Another example, DERM, uses AI to assess skin lesions, speeding up cancer triage and freeing hospital capacity across the country.

These initiatives reflect a growing ecosystem of digital innovation across government, aimed at delivering faster, smarter, and more reliable public services.

Operationalising AI for Frontline Impact

One of the clearest examples of AI’s frontline potential is Justice Transcribe, a pilot program within the Probation Service. Developed by government AI engineers, the system automatically records and transcribes probation meetings.

This tool allows officers to spend more time engaging with offenders face-to-face rather than entering data manually. According to Lammy, eighty percent of probation officers using Justice Transcribe reported better engagement and improved communication outcomes.

The government plans to expand this program, equipping over 1,000 probation officers with the technology. The initiative is expected to save 240,000 days of administrative work annually, equivalent to freeing up 1,000 staff members to focus on rehabilitation and public safety.

Building Trust Through Secure Data Residency

 Lammy announced a significant milestone in the UK’s partnership with OpenAI — the introduction of data residency options for British users. This development allows data to be stored on UK-based servers, under British laws and oversight.

The move is designed to strengthen public confidence in AI adoption, ensuring that sensitive data is governed by domestic regulations and protected from misuse. It also supports businesses and developers seeking secure and compliant environments for AI innovation.

Lammy noted that this initiative

“will give greater confidence to people in the UK using OpenAI’s software and encourage hesitant organizations to take the AI leap.”

 

The UK’s Global AI Leadership Vision

The Deputy Prime Minister reinforced the UK’s ambition to become a global AI superpower, citing initiatives such as the AI Opportunities Action Plan and the Tech Prosperity Deal with the United States.

These efforts are part of the government’s broader Plan for Change, designed to position the UK as a leader in ethical and practical AI deployment.

Lammy also warned of the risks of misuse, emphasizing the need for international collaboration to ensure AI benefits open societies rather than undermines them. He echoed OpenAI CEO Sam Altman’s belief that AI “has the potential to improve every aspect of our lives,” reaffirming that Britain’s goal is to make AI a tool for empowerment, not replacement.

A Human-Centered AI Future

Lammy concluded with an optimistic message — that AI can make societies “more human, not less.” By automating routine tasks, AI frees professionals to focus on empathy, judgment, and direct service.

He said the UK Government is committed to operationalizing AI “safely and securely,” enabling a technological transformation that revitalizes 150 years of the British state within the next 15.

As the partnership with OpenAI continues to evolve, Britain is setting a benchmark for responsible, human-centered AI leadership on the global stage.
