The UK and ASEAN have launched a five-year Health Security Partnership Programme in Kuala Lumpur on July 4, 2025.

This initiative, funded by the UK, aims to enhance health security across Southeast Asia through grants, expert collaborations, and a One Health approach, focusing on pandemic preparedness and climate-related health impacts.

Strengthening Health Security in Southeast Asia

The ASEAN-UK Health Security Partnership Programme (HSP) represents a significant step towards bolstering health systems in the ASEAN region.

With a focus on pandemic preparedness and resilience, this initiative is designed to address the complex challenges posed by emerging health threats.

By leveraging UK-funded grants, the programme aims to improve emergency response capabilities across member states.

Through partnerships with Quadripartite organizations such as WHO, FAO, WOAH, and UNEP, the HSP will tackle issues like antimicrobial resistance and zoonotic diseases.

The programme’s emphasis on a One Health approach underscores its commitment to integrating human, animal, and environmental health strategies for comprehensive solutions.

Opportunities for Collaboration

This partnership not only strengthens ties between the UK and ASEAN but also opens doors for knowledge exchange and joint innovation in health security sectors.

The UK’s post-Brexit strategy positions it as a key player in global health leadership while offering new opportunities for professionals in related fields.

The HSP aligns with ASEAN’s One Health Joint Plan of Action and builds upon lessons learned from the COVID-19 pandemic.

With an estimated 660 million people across ten nations covered under this programme, its impact could be profound in enhancing regional resilience against future pandemics.

Noteworthy Initiatives

  • UK-funded grants available for projects improving ASEAN health systems
  • Focus on pandemic preparedness and climate-related health impacts
  • Partnerships with WHO/FAO/WOAH/UNEP to combat antimicrobial resistance
  • Integration of One Health approaches addressing human-animal-environmental intersections
  • Support for ASEAN’s One Health Joint Plan of Action post-COVID-19

‘The ASEAN-UK Health Security Partnership Programme is a timely initiative that complements ASEANs collective efforts in strengthening pandemic preparedness and building resilient healthcare systems. We value the UK’s commitment to meaningful and lasting cooperation with ASEAN.’

— Dr. Kao Kim Hourn, Secretary-General of ASEAN

‘The COVID-19 pandemic showed us that no country is immune to global health threats. Through this programme, the UK is proud to work hand-in-hand with ASEAN to build long-term resilience and ensure a healthier, safer future for communities in the region and around the world.’

— Sarah Tiffin, UK Ambassador to ASEAN

A Closer Look at Regional Challenges

Southeast Asia’s rich biodiversity makes it a hotspot for zoonotic diseases due to high interaction between humans and wildlife habitats.

This unique ecological landscape necessitates robust surveillance systems capable of early detection of potential outbreaks.

Food for Thought

The launch of this partnership marks an important milestone in international collaboration against global health threats.

As both regions navigate post-pandemic realities together through shared expertise and resources under HSP initiatives like these could set precedents worldwide if successful over time.
