Deputy Assistant Secretary of Defense for South and Southeast Asia Laura Updegrove wrapped up her visit to Cambodia today.

This trip marked the first US-Cambodia Defense Policy Dialogue since 2019, held in Phnom Penh, and followed Secretary of Defense Lloyd Austin’s visit earlier this year on June 4, 2024.

Enhancing Bilateral Defense Relationships

Co-chairing the US-Cambodia Defense Policy Dialogue for the third time since its inception in 2011, DASD Updegrove engaged in comprehensive discussions with Cambodian defense and foreign policy officials.

The primary focus was on revitalizing military training exchanges, particularly in disaster assistance, United Nations Peacekeeping, de-mining, and unexploded ordnance clearance.

Additionally, the dialogue emphasized Cambodia’s participation in U.S. professional military education (PME) programs, aiming to foster a stronger, more collaborative defense partnership.

Discussion Points

  • Military Training Exchanges: Renewing programs to enhance disaster response and peacekeeping capabilities.
  • Regional Security Environment: Addressing emerging threats and reaffirming commitment to ongoing dialogue.

Strategic Meetings and Collaborative Efforts

Beyond the formal dialogue, DASD Updegrove held pivotal meetings with Minister of National Defence Tea Seiha and Prime Minister Hun Manet’s Foreign Policy Advisor Eat Sophea, subsequently fostering deeper connections between the two nations.

These discussions centered on advancing bilateral defense cooperation to support regional peace and security, thereby underscoring the United States’ steadfast dedication to stability in Southeast Asia.

Furthermore, this collaborative effort highlights the importance of strategic partnerships in promoting global stability and enhancing military cooperation.

Engagement with PME Graduates

During her visit, DASD Updegrove also met with Cambodian graduates of U.S. PME programs. She highlighted the enduring defense training ties between the United States and Cambodia, emphasizing the importance of continued educational exchanges in strengthening military leadership and operational effectiveness on both sides.

Strengthening Regional Security

The US-Cambodia Defense Policy Dialogue serves as a cornerstone for enhancing regional security cooperation.

By resuming military training exchanges and expanding PME participation, both nations are better equipped to address common security challenges, including natural disasters and peacekeeping missions.

Benefits of Strengthened Defense Ties

  • Enhanced Capabilities: Improved training programs lead to more effective disaster response and peacekeeping operations.
  • Mutual Support: Collaborative efforts ensure both nations can better manage regional security threats.

Future Prospects and Ongoing Commitment

Looking ahead, the Department of Defense remains committed to deepening its defense relationship with Cambodia.

Consequently, future dialogues will continue to explore opportunities for expanded cooperation, thereby ensuring that both nations are adequately prepared to face evolving security dynamics in the region.

Furthermore, this ongoing collaboration will foster a stronger partnership, ultimately enhancing regional stability and security. Additionally, it will facilitate the exchange of expertise and resources, enabling both countries to tackle complex challenges more effectively.

As regional dynamics evolve, strengthened defense ties will play a pivotal role in maintaining peace.
