U.S.-Iraq Joint Security Cooperation Update

The U.S. and Iraq reaffirm their commitment to security cooperation, discussing the future of military missions and strengthening defense capabilities.

Washington, D.C. – With a pivotal move, the United States and Iraq reaffirmed their commitment to security cooperation during the recent U.S.-Iraq Joint Security Cooperation Dialogue.

Held at the Pentagon on July 22-23, 2024, this meeting underscored the bilateral partnership’s significance in addressing regional stability and combating terrorism.

 

Strengthening Bilateral Ties

The dialogue featured key discussions led by U.S. Secretary of Defense Lloyd J. Austin III and Iraqi Minister of Defense Thabit Al-Abbasi.

The meeting, attended by high-ranking officials from both nations, aimed to bolster Iraq’s defense capabilities and ensure the enduring defeat of ISIS.

This dialogue is a continuation of the efforts made during Iraqi Prime Minister Mohammed Shia Al-Sudani’s visit to Washington, D.C., in April 2024.

 

The main agenda items included:

  • Transition of the Global Coalition’s Mission: The future role of the Combined Joint Task Force – Operation Inherent Resolve (CJTF-OIR) was a significant topic. Both sides discussed the evolving nature of the coalition’s military presence in Iraq, emphasizing the need for continued support to Iraqi forces.
  • Security and Defense Cooperation: The U.S. and Iraqi delegations explored avenues to enhance military-to-military engagement, focusing on training, military exercises, and technical assistance.

 

A New Phase of Collaboration

The dialogue also paved the way for a new phase in U.S.-Iraq relations, emphasizing cooperation through liaison officers and traditional security programs. This collaboration aims to develop Iraq’s military capabilities, particularly in managing U.S.-origin equipment and expanding professional military education.

The Higher Military Commission (HMC), established during the first Joint Security Cooperation Dialogue, played a crucial role in analyzing:

  • Threat Assessment: Evaluating the current threats posed by ISIS.
  • Operational Requirements: Identifying the needs of Iraqi security forces.
  • Capability Development: Enhancing the skills and equipment of Iraqi forces.

These efforts are part of a broader strategy to ensure that Iraq can independently manage its security challenges while maintaining regional stability.

The discussions also touched upon Iraq’s continued support for the Global Coalition to Defeat ISIS in Syria and worldwide. Both nations acknowledged the importance of Iraq’s role in regional security, particularly in supporting voluntary repatriations from northeast Syria.

 

Future Prospects

The outcome of this dialogue reinforces the strength of U.S.-Iraq relations. The two nations are set to work on a memorandum of understanding (MOU) to further define their security partnership.

This agreement will focus on enhancing interoperability and ensuring the long-term stability of Iraq and the broader Middle East region.

In the coming months, both countries will continue consultations to solidify their partnership. This includes exploring opportunities for Iraqi participation in regional military exercises and increasing cooperation with U.S. Central Command.
