Robert Oliphant, Parliamentary Secretary to the Minister of Foreign Affairs, embarks on a crucial diplomatic mission to Namibia and Zambia from August 7 to 9, 2024.

This visit underscores Canada’s commitment to building stronger partnerships in Africa, focusing on economic cooperation, sustainable practices, and human rights.

Strengthening Diplomatic Relations

Parliamentary Secretary Oliphant’s visit to Namibia and Zambia represents a significant step in enhancing Canada’s diplomatic ties with these African nations.

During his stay in Namibia, Oliphant will engage with senior government officials to discuss creating opportunities for young people, achieving the UN’s Sustainable Development Goals, responsible mining, and establishing supply chains for critical minerals.

This engagement will not only reinforce existing relationships but also open doors for future collaborations.

Visit to Zambia

In Zambia, Oliphant will meet with senior members of the Zambian government, including Chipoka Mulenga, Minister of Commerce, Trade and Industry.

Their discussions will center around enhancing economic cooperation and creating opportunities for future collaboration in multilateral forums. This visit highlights Canada’s interest in fostering stronger economic ties and mutual benefits.

Engagements and Discussions

Namibia

In Windhoek, Namibia’s capital, Parliamentary Secretary Oliphant will engage with key officials on several important topics:

  • Creating opportunities for young people.
  • Achieving the UN’s Sustainable Development Goals.
  • Mining responsibly.
  • Building supply chains for critical minerals.

These discussions aim to bolster the bilateral relationship and align with Canada’s international priorities.

Zambia

In Lusaka, Zambia’s bustling capital, Oliphant’s agenda includes meetings with:

  • Senior government officials, including Minister Chipoka Mulenga.
  • Representatives from civil society organizations.

The primary focus in Zambia will be on:

  • Enhancing economic cooperation.
  • Discussing human rights and inclusion.
  • Exploring future collaboration in multilateral forums.

Commitment to Human Rights and Inclusion

Throughout his visit, Oliphant will emphasize Canada’s commitment to women, peace, and security. By meeting with civil society organizations, he aims to address both domestic and global challenges, including human rights. This reflects Canada’s broader strategy of engaging with African nations to promote good governance, the rule of law, and human rights.

Historical Ties and Shared Values

Canada’s relationship with Namibia and Zambia is rooted in history and shared values. Canada supported Namibia’s independence in 1990 by providing military peacekeepers, police monitors, election supervisors, and technical experts.

This historical connection has laid a strong foundation for ongoing diplomatic relations.

Similarly, Canada and Zambia have collaborated on various initiatives, such as the Elsie Initiative for Women in Peace Operations, which seeks to enhance women’s participation in United Nations peacekeeping missions.

This partnership underscores Canada’s commitment to gender equality and inclusive leadership.

Economic Opportunities and Future Prospects

Oliphant’s visit is expected to pave the way for new economic opportunities. Canada has significant mining investments in Namibia, particularly in gold, zinc, diamonds, and uranium.

The discussions on responsible mining and critical mineral supply chains are likely to further enhance these investments.

In Zambia, the focus on economic cooperation will likely lead to increased trade and investment. Key sectors include mining, clean technologies, and machinery.

The potential for growth in trade relations is significant, benefiting both Canadian businesses and the local economy in Zambia.

Final Thoughts

Parliamentary Secretary Robert Oliphant’s visit to Namibia and Zambia highlights Canada’s commitment to strengthening international relations, promoting sustainable practices, and advancing human rights.

By engaging with government officials and civil society organizations, Oliphant aims to foster deeper connections and explore new opportunities for collaboration.

This diplomatic mission reflects Canada’s strategic interest in building robust partnerships with African nations, ensuring mutual benefits and shared progress for the future.
