The City of Tucson has made a significant move for community-driven sustainability, They have launched the Solar Empowerment program, introducing solar panels to 15 public housing residences.

Supported by American Rescue Plan Act (ARPA) funds, the project partners with local solar experts and nonprofits to provide economic relief and environmental benefits to Tucson’s low-income residents.

Tucson’s Solar Empowerment Initiative

The Solar Empowerment program, funded by a $300,000 allocation from ARPA, marks Tucson’s commitment to equitable energy access. This initiative is one of the city’s many efforts to make public housing more affordable while addressing long-term sustainability.

By reducing energy costs for public housing residents, Tucson is creating a lasting, positive impact on household budgets while furthering the city’s climate resilience.

Program Snapshot

  • Program: Solar Empowerment
  • Funded By: American Rescue Plan Act (ARPA)
  • Budget: $300,000
  • Installations: 15 Public Housing Residences
  • Partners: Technicians For Sustainability (TFS), Sonora Environmental Research Institute, Inc. (SERI)

This program builds on Tucson’s 2021 Housing Affordability Strategy for Tucson plan, a guiding policy for the city to improve both the affordability and sustainability of housing.

The recent installations demonstrate the city’s active investment in renewable energy solutions that are accessible to everyone, especially underserved communities.

The Community Partnerships Behind the Project

Local partnerships play a crucial role in the success of the Solar Empowerment program. Technicians For Sustainability (TFS), a Tucson-based solar cooperative, has partnered with the city to handle the installations.

Since becoming an employee-owned company in 2024, TFS has been focused on providing sustainable, community-oriented services and empowering local job creation in green technology.

Sonora Environmental Research Institute, Inc. (SERI) also contributes by working closely with low-income families to identify eligible households and support them through the application process. SERI’s involvement ensures the community’s most vulnerable families have seamless access to the program’s benefits.

Economic and Environmental Impact

This solar installation program is expected to provide several benefits for Tucson residents and the broader community:

  • Economic Relief: With rising utility costs, energy savings from solar power directly relieve financial pressure on low-income households, giving them more room in their budgets for essential needs.
  • Environmental Health: Solar energy production reduces reliance on fossil fuels, which in turn lowers greenhouse gas emissions and improves air quality—a win for the local environment.

Energy Savings Table

Benefit

Impact on Tucson Community

Lower Electricity Costs Decreased energy expenses for families
Increased Property Resilience Improved long-term stability of public housing
Reduced Greenhouse Emissions Supports city’s climate goals and cleaner air

These economic and environmental gains make the Solar Empowerment program a model for sustainable urban development that benefits all sectors of society.

Building Equity in Energy Access

Providing renewable energy solutions for Tucson’s public housing units opens a new chapter for energy equity. Low-income families who might otherwise be excluded from solar energy benefits can now experience the rewards of clean energy.

By involving these communities in the clean energy movement, Tucson is fostering a more inclusive approach to sustainability.

Local solar projects like this one demonstrate Tucson’s commitment to addressing long-term environmental and social needs.

“We’re not just cutting energy costs,” says Kevin Koch, co-owner of TFS.

“We’re empowering communities that have long been left out of the clean energy conversation.”

Final Thoughts

The City of Tucson’s Solar Empowerment program is more than a sustainability initiative—it’s a community investment that creates economic and social benefits for the city’s residents.

Through strategic partnerships, innovative funding, and a clear commitment to energy equity, Tucson is setting an example for cities nationwide.
