Treasury Targets Darknet Drug Trafficking

In a decisive move against online drug networks, the U.S. Treasury’s Office of Foreign Assets Control (OFAC) has sanctioned Behrouz Parsarad, the administrator of Nemesis, a darknet marketplace responsible for fentanyl sales.

This action marks OFAC’s first involvement with the FBI-led Joint Criminal Opioid and Darknet Enforcement (JCODE) Team, signaling intensified efforts to disrupt illicit online trade.

Nemesis: A Hub for Illegal Transactions

What Was Nemesis?

Nemesis operated from 2021 until its takedown in March 2024. It facilitated over $30 million in transactions, primarily involving fentanyl and other narcotics.

The platform also provided illicit services, including false identification documents and hacking tools.

The Role of Behrouz Parsarad

Parsarad, an Iran-based administrator, managed Nemesis and its financial operations. He profited by charging transaction fees and laundering virtual currencies.

Despite the shutdown, reports indicate that he has been attempting to rebuild the marketplace with former vendors.

U.S. Crackdown on Darknet Marketplaces

The U.S. has intensified its fight against darknet drug networks, with past actions targeting Genesis Market (2023) and Hydra Market (2022).

According to the Financial Crimes Enforcement Network (FinCEN), darknet platforms are instrumental in trafficking fentanyl into the U.S., making them a top enforcement priority.

  • March 20, 2024: U.S., German, and Lithuanian law enforcement seized Nemesis’ servers.
  • Sanctions Imposed: All U.S.-linked assets of Parsarad are frozen, and transactions with him are prohibited.
  • 49 Cryptocurrency Addresses Identified: These wallets were used to facilitate illegal transactions.

Sanctions and Legal Consequences

The sanctions block all assets linked to Parsarad in the U.S. and restrict financial institutions from engaging with him. Violating these regulations can lead to severe civil or criminal penalties.
