As the cost of vet services continues to spark concern among UK pet owners, the Competition and Markets Authority (CMA) is taking strides to address these issues.

With the investigation into veterinary services well underway, the CMA has now appointed a veterinary advisory panel to provide expert guidance throughout the inquiry.

The CMA’s investigation into the veterinary services market is crucial, as it aims to address concerns about rising costs, competition, and transparency.

Over the past months, the CMA has conducted site visits, roundtable discussions, and teach-in sessions with key stakeholders to gather insights. This investigation could lead to significant changes in how veterinary practices operate in the UK.

Why the Veterinary Market Investigation Matters

Pet owners across the UK have increasingly expressed concerns over the rising costs of veterinary care, making it difficult to budget for unexpected treatments.

In response, the CMA launched an official inquiry into the industry, aiming to explore issues such as pricing transparency, the profitability of various types of veterinary practices, and the overall regulatory framework.

With over 16 million pet owners in the UK, the stakes are high. This investigation, led by the Inquiry Group chaired by Martin Coleman, seeks to provide better solutions for both pet owners and veterinary professionals.

In an effort to ensure fairness and transparency, the CMA has exercised its formal powers to gather substantial information from veterinary practices across the country.

Progress So Far: ‘Behind the Scenes’ Efforts

The CMA’s investigation is not just a paperwork exercise—it involves active site visits, discussions, and in-depth reviews of veterinary practices throughout the UK. These efforts are meant to give the CMA an accurate picture of how vet services operate daily and where potential challenges lie.

Since July, the CMA has visited 20 different sites, including local vet practices, veterinary hospitals, and referral centres.

These visits, conducted across England, Scotland, Wales, and Northern Ireland, provided an opportunity to observe treatments first-hand, including consultations and surgeries.

CMA Roundtable Discussions with Vets

In addition to site visits, the CMA hosted roundtable discussions with vets at various stages in their careers, alongside representatives from animal charities.

These discussions helped the CMA identify key concerns regarding the sector’s development, pricing challenges, and interactions with pet owners. Virtual sessions have also been held, with consumer group roundtables scheduled for the near future.

The New Veterinary Advisory Panel

In a critical move to ensure informed decision-making, the CMA has appointed a new veterinary advisory panel. This panel comprises two veterinary nurses and four veterinary surgeons, whose expertise will guide the investigation’s direction.

Their role is to provide clinical and practical insight into how veterinary practices operate and how pet owners engage with vet services.

Martin Coleman, Chair of the Inquiry Group, commented:

“We know our investigation really matters to pet owners who are worried about costs and vet professionals who want to provide good care. I’m pleased with the progress we’ve made so far; we’re on target to make our provisional decision by the middle of next year.”

The advisory panel will address several key areas:

  • Operation of veterinary practices: Including the relationship between veterinary professionals and other staff.
  • Pet owner interactions: Looking at how pet owners are informed about treatment options and associated costs.
  • Clinical practice: Helping to define treatment options for common conditions in household pets.

This collaboration between the Inquiry Group and the advisory panel ensures that the CMA will make well-informed recommendations.

Next Steps in the Investigation

The CMA is expected to deliver its provisional findings by mid-2025, offering a clearer understanding of the issues surrounding veterinary services in the UK. Until then, the investigation will continue to involve gathering additional data, conducting consumer group roundtables, and further analysis.

As this investigation progresses, it has the potential to reshape the UK’s veterinary services landscape, benefiting both pet owners and veterinary professionals.

By making the cost and competition in the sector more transparent, the CMA aims to ensure that pet care remains affordable without compromising the quality of service.
