On June 20-21, 2024, Brussels hosted a significant EU-U.S. Ministerial Meeting on Justice and Home Affairs. This meeting brought together key leaders from both sides of the Atlantic to reinforce their commitment to transatlantic cooperation on various pressing issues.

 

Strengthening Transatlantic Bonds

The Belgian Presidency of the Council of the European Union welcomed prominent figures such as U.S. Deputy Attorney General Lisa Monaco and Under Secretary for Homeland Security Robert Silvers.

Representing the European Union were Commissioner for Home Affairs Ylva Johansson, Belgian Minister for Justice Paul Van Tigchelt, Minister for the Interior Annelies Verlinden, and State Secretary for Asylum and Migration Nicole de Moor.

These leaders reaffirmed their dedication to regular dialogue and close cooperation on justice and home affairs.

  • Transnational Organized Crime and Terrorism: Both sides underscored the importance of combatting transnational organized crime and terrorism. They discussed strategies to reinforce the resilience of logistical hubs and deepen international law enforcement cooperation, especially focusing on drug trafficking.
  • Support to Ukraine: The EU and U.S. pledged unwavering support to Ukraine in its fight against Russia’s aggression, emphasizing justice reforms and anti-corruption efforts.

 

Addressing Drug Trafficking

The meeting highlighted the global threat posed by drug trafficking, particularly the challenges posed by cocaine and synthetic drugs like fentanyl.

Both parties committed to enhancing international cooperation to tackle these issues effectively.

  • Law Enforcement Cooperation: Deepening bi-regional cooperation between law enforcement agencies to address drug-related crimes.

Support for Ukraine

In light of the G7 Justice Ministers’ Pledge, both sides reaffirmed their long-term support to Ukraine. They committed to aiding Ukraine in its pursuit of justice, enforcing sanctions, and strengthening rule of law as the nation advances on its European path.

 

Combating Irregular Migration

A significant focus was placed on addressing irregular migration. The EU and U.S. aimed to combat migrant smuggling and trafficking networks, building on the Global Alliance to Counter Migrant Smuggling initiated in November 2023.

  • Migrant Smuggling: Enhanced cooperation to dismantle smuggling networks.
  • Trafficking Networks: Joint efforts to disrupt trafficking operations.

 

Advancing Electronic Evidence Agreements

Both parties welcomed progress on the negotiations for an EU-U.S. agreement to facilitate access to electronic evidence in criminal proceedings. This agreement is expected to streamline cross-border investigations and prosecutions.

 

Combating Child Sexual Abuse

A strong commitment was reiterated to combat child sexual abuse. Both sides discussed strategies to improve prevention, investigation, and prosecution of such heinous crimes.

 

Countering Terrorism

The meeting also addressed common efforts to counter terrorism, emphasizing the importance of information sharing. Discussions included tackling radicalization and the nexus with disinformation.

Promoting Transatlantic Visa-Free Travel

The European Union and the United States reiterated their commitment to transatlantic visa-free travel for all citizens. This initiative aims to strengthen people-to-people connections and promote cultural exchange.

Recalling the progress made and the need to face global challenges together, the EU and U.S. committed to continuing their constructive dialogue. They plan to meet again in Poland in the first half of 2025, building on the solid foundation established in Brussels.

This meeting underscored the importance of cooperation in addressing global threats and maintaining security and justice on both sides of the Atlantic.

The continued partnership between the EU and U.S. remains vital in navigating the complex landscape of international relations and global security challenges.
