The Loudoun County Combined Fire and Rescue System (LC-CFRS) has announced the upcoming retirement of System Chief Keith H. Johnson in April 2025.
Chief Johnson’s decade-long leadership has left an indelible mark on the county’s fire and rescue services, reflecting his unwavering dedication to public safety, innovation, and community well-being.
A Career of Service and Leadership
Chief Johnson began his firefighting journey in 1983 with the Fairfax County Fire and Rescue Department after relocating to Northern Virginia from Long Island, New York.
Over his 31 years in Fairfax, he rose through the ranks, holding positions such as Deputy Chief of Training and Deputy Chief of Special Operations. In 2015, he joined Loudoun County Fire and Rescue (LCFR) as Assistant Chief of Operations and was later appointed System Chief in 2018.
Under Chief Johnson’s leadership, the LC-CFRS underwent significant advancements, including:
- Transitioning 700+ career firefighters to a unified 24-hour shift.
- Developing the first Operational Service Plan in 2019.
- Expanding the workforce from 587 in 2015 to a proposed 867 by 2026.
- Establishing a Behavioral Health section to support first responders.
- Overseeing six new fire and rescue facilities and managing ten upcoming capital improvement projects.
Commitment to Innovation and Advocacy
Chief Johnson played a pivotal role in implementing groundbreaking initiatives like the Fact*r blood delivery program, which enhances emergency medical services. He also championed mandatory physicals for LC-CFRS volunteers, ensuring their long-term health and safety.
Beyond Loudoun County, Chief Johnson has been an advocate for fire safety and first responder protections statewide. His efforts in fire sprinkler advocacy and securing increased behavioral health and cancer protections for firefighters have set a new standard for the profession.

As Chair of the Virginia Fire Services Board and board member of the Virginia Board of Housing and Community Development, Chief Johnson’s influence extended well beyond Loudoun County.
