Chris Maier, the outgoing assistant secretary of defense for special operations, reflects on these pivotal changes.

The Evolution of Special Operations Post-9/11

After the 9/11 attacks, SOF took center stage in counterterrorism efforts. These elite units became synonymous with targeted operations against adversaries threatening U.S. security. Today, the scope has expanded to address a diverse range of challenges, including state-based threats.

The focus now shifts to irregular warfare involving strategic adversaries. Maier emphasizes the importance of adapting to counter countries like China, Russia, Iran, and North Korea, while retaining the force’s counterterrorism expertise.

From NATO to Indo-Pacific allies, partnerships are critical. SOF builds on years of trust and cooperation, ensuring collective deterrence against adversaries. Collaborative efforts in the Indo-Pacific deter China, while work with NATO counters Russia’s aggression.

As warfare evolves, SOF must deepen its expertise in cyber and space. This requires closer collaboration within the Department of Defense and leveraging specialized teams.

“Special operators have this in their DNA,” Maier said. “We’ve done that since the forces stood up, and now we are getting back to it again.”
