Canada has announced an additional $5.7 million to support the Multinational Security Support (MSS) mission in Haiti.

This new funding aims to enhance the Haitian National Police and strengthen the country’s security and justice sectors, further solidifying the longstanding relationship between Canada and Haiti.

Introduction

The Honourable Mélanie Joly, Minister of Foreign Affairs, announced that Canada is providing an additional $5.7 million to the United Nations Trust Fund for the MSS mission in Haiti.

This funding is in addition to the $80.5 million already committed earlier this year, underscoring Canada’s dedication to stabilizing Haiti and improving security conditions for its people.

Canada’s Commitment to Haiti

For nearly three decades, Canada has been a steadfast supporter of Haiti, contributing to various UN peace missions aimed at stabilizing and reconstructing the nation.

These efforts have included financial assistance, the deployment of Canadian Armed Forces, the RCMP, and collaboration with over 30 Canadian partner police agencies. The new funding marks another significant step in Canada’s ongoing support for Haiti.

Breakdown of the New Funding

The additional $5.7 million will directly support the Kenyan-led MSS mission. This mission focuses on enhancing the Haitian National Police’s (HNP) capabilities and ensuring the long-term security and stability of Haiti.

Canada’s contribution is not limited to financial support; it also includes training for officers being deployed and the establishment of mechanisms to prevent human rights abuses, including sexual and gender-based violence.

Specific Allocations

  • $5 million through the Canadian Commercial Corporation to support the Specialized Tactical Training Program for the Haitian National Police.
  • $4 million for the Organization of American States’ Securing Marine and Land-Based Trade Program in Haiti.
  • $3.5 million for the UN Office of Drugs and Crime’s Container Control Program in Haiti.

These projects are part of a broader $100 million investment in the HNP announced by Prime Minister Justin Trudeau in March 2023.

Impact on Haiti

The additional funding is expected to significantly bolster the HNP and improve security conditions for Haiti’s civilian population. The deployment of the MSS mission, led by Kenya, is a critical step towards restoring peace and stability in the country.

By focusing on sustainable mechanisms for strengthening the HNP and the broader security and justice sectors, Canada aims to provide long-term benefits to Haiti.

Long-Term Benefits

  • Strengthening the HNP: Enhanced training and resources for the Haitian National Police.
  • Improved Security: Better security conditions for the civilian population.
  • Sustainable Development: Support for long-term governance and development initiatives addressing the root causes of fragility and insecurity.

International Collaboration

Canada’s support is part of a broader international effort to stabilize Haiti. The Kenyan-led MSS mission has garnered support from various countries, with Canada playing a crucial role.

The collaboration includes providing law enforcement training to specialized technical and investigative units in the HNP, working to counter gang activity in Haiti.

Additionally, Canada supports measures to prevent conflict-related sexual violence through technical assistance and funding.

Role of the Kenyan-led MSS Mission

The Kenyan-led MSS mission is pivotal in restoring peace and stability in Haiti. Canada’s additional funding will help ensure the mission’s success by providing necessary resources and training to the officers deployed.

This collaborative effort aims to create a more secure environment for the Haitian people.

Quotes and Statements

Minister Mélanie Joly expressed her optimism about the new funding:

“I am pleased to announce this additional funding, which will help strengthen the Haitian National Police and, in turn, help restore security in Haiti.”

“The deployment of the Kenyan-led MSS mission is a critical step in restoring peace and prosperity in the country. Canada looks forward to collaborating with Kenya, as well as with other international partners, to support the security sector in Haiti.”

The Takeaway

Canada’s announcement of an additional $5.7 million to support the MSS mission in Haiti is a testament to its commitment to helping Haiti achieve long-term security and stability.

This funding, coupled with previous contributions, will play a crucial role in strengthening the Haitian National Police and improving the overall security conditions for the civilian population.

Canada remains dedicated to working with international partners to address Haiti’s most pressing needs and support its journey towards peace and prosperity.
