Canada has announced an additional $5.7 million to support the Multinational Security Support (MSS) mission in Haiti.

This new funding aims to enhance the Haitian National Police and strengthen the country’s security and justice sectors, further solidifying the longstanding relationship between Canada and Haiti.

The Honourable Mélanie Joly, Minister of Foreign Affairs, announced that Canada is providing an additional $5.7 million to the United Nations Trust Fund for the MSS mission in Haiti.

This funding is in addition to the $80.5 million already committed earlier this year, underscoring Canada’s dedication to stabilizing Haiti and improving security conditions for its people.

For nearly three decades, Canada has been a steadfast supporter of Haiti, contributing to various UN peace missions aimed at stabilizing and reconstructing the nation.

These efforts have included financial assistance, the deployment of Canadian Armed Forces, the RCMP, and collaboration with over 30 Canadian partner police agencies. The new funding marks another significant step in Canada’s ongoing support for Haiti.

 

Breakdown of the New Funding

The additional $5.7 million will directly support the Kenyan-led MSS mission. This mission focuses on enhancing the Haitian National Police’s (HNP) capabilities and ensuring the long-term security and stability of Haiti.

Canada’s contribution is not limited to financial support; it also includes training for officers being deployed and the establishment of mechanisms to prevent human rights abuses, including sexual and gender-based violence.

 

Specific Allocations

  • $5 million through the Canadian Commercial Corporation to support the Specialized Tactical Training Program for the Haitian National Police.
  • $4 million for the Organization of American States’ Securing Marine and Land-Based Trade Program in Haiti.
  • $3.5 million for the UN Office of Drugs and Crime’s Container Control Program in Haiti.

These projects are part of a broader $100 million investment in the HNP announced by Prime Minister Justin Trudeau in March 2023.
