Tom Perriello, the U.S. Special Envoy for Sudan, embarks on a crucial diplomatic mission to Nairobi and Addis Ababa starting September 29, 2024.

This trip aims to advance efforts to end the ongoing conflict in Sudan, engage with Sudanese refugees, and collaborate with regional leaders to pave the way for an inclusive democratic future.

Diplomatic Engagements in Kenya and Ethiopia

Building on the diplomatic momentum from the recent UN General Assembly’s High-Level Week, Envoy Perriello will meet with prominent officials from the African Union (AU) and the Intergovernmental Authority on Development (IGAD).

These discussions are pivotal in coordinating a unified approach to resolving the Sudanese conflict and supporting humanitarian initiatives.

Meetings with Regional Leaders

Perriello’s itinerary includes high-level meetings with:

  • African Union Officials: To align strategies for peacekeeping and conflict resolution.
  • IGAD Representatives: To enhance regional cooperation and support for Sudan’s transition.

These engagements are designed to foster a collaborative environment where regional organizations can play a significant role in stabilizing Sudan and supporting its people.

Addressing Humanitarian Needs

A primary focus of the envoy’s mission is to address the dire humanitarian situation affecting Sudanese refugees and civilians.

By collaborating with international NGOs and local civil society leaders, Perriello aims to expand humanitarian access and ensure the protection of vulnerable populations.

Humanitarian Support Initiatives

  • Expanding Access: Efforts to remove barriers that hinder the delivery of essential services to those in need.
  • Protecting Civilians: Emphasizing the importance of adhering to laws of war to safeguard non-combatants.

Humanitarian Discussions

Objectives

Food Security Addressing famine conditions and ensuring food distribution
Healthcare Access Providing medical aid and combating gender-based violence
Shelter and Protection Ensuring safe housing for refugees and displaced persons

Promoting Civilian Governance

Envoy Perriello is committed to facilitating Sudan’s transition to civilian governance. By engaging with both the Rapid Support Forces (RSF) and Sudanese Armed Forces (SAF), the U.S. seeks to encourage agreements on humanitarian pauses and a comprehensive cessation of hostilities.

Main Objectives for Governance Transition

  • Inclusive Process: Ensuring all factions participate in the governance transition.
  • Peace Agreements: Pressing RSF and SAF to commit to peace talks and ceasefire agreements.

These efforts are essential for establishing a stable and democratic Sudan, free from ongoing violence and capable of addressing its citizens’ needs.

Coordinating Regional Stability

Recognizing the broader regional implications of Sudan’s conflict, Perriello will also discuss coordinated efforts with neighboring countries to manage refugee flows and enhance regional stability.

This holistic approach ensures that solutions extend beyond Sudan’s borders, promoting long-term peace and security in the region.

Regional Cooperation Strategies

  • Managing Refugee Flows: Implementing strategies to support and integrate refugees into host communities.
  • Enhancing Security: Strengthening regional defense mechanisms to prevent the spillover of conflict.

Final Thoughts

Envoy Tom Perriello’s mission underscores the United States’ unwavering commitment to supporting Sudan’s journey towards peace, freedom, and justice.

By leveraging diplomatic channels and regional partnerships, the U.S. aims to create a sustainable path for Sudan’s future, ensuring the protection and prosperity of its people.

The U.S. addresses humanitarian concerns and lays groundwork for enduring peace and democratic governance in Sudan through strategic efforts.
