EU’s Kallas Visits Israel and Palestine Amid Gaza Tensions

High Representative/Vice-President Kaja Kallas is set to embark on a critical mission to Israel and Palestine on Monday, 24 March 2025.

This visit comes at a pivotal moment, as the region grapples with escalating violence and a deepening humanitarian crisis in Gaza. ​

 

Engagements in Israel

During her stay in Israel, Kallas is scheduled to meet with important Israeli figures:​

  • Isaac Herzog, President of Israel​

  • Gideon Sa’ar, Minister of Foreign Affairs​

  • Yair Lapid, Opposition Leader​

She will also pay her respects at Yad Vashem, the World Holocaust Remembrance Center. ​

 

Meetings in Palestine

In Palestine, Kallas plans to engage with:​

  • Mahmoud Abbas, President of the Palestinian Authority​

  • Mohammad Mustaf, Prime Minister and Foreign Minister​

Additionally, she will consult with the heads of mission of EUPOL COPPS and EUBAM Rafah in Ramallah. ​

 

Objectives of the Visit

The primary goals of Kallas’s visit include:​

  • Addressing the Gaza Conflict: Discussing the recent resurgence of violence and advocating for a return to ceasefire agreements.​

  • Humanitarian Assistance: Emphasizing the necessity of unimpeded access for humanitarian aid throughout Gaza.​

  • Ceasefire and Hostage Negotiations: Calling for the immediate implementation of ceasefire agreements and the release of hostages.

 

Background Context

The timing of this visit is crucial, as the region has witnessed renewed hostilities. The European Union has expressed deep concern over the escalation and the resulting civilian casualties.

In a recent statement, the EU urged Israel to exercise restraint, cease military operations, and respect international humanitarian law.

 

Humanitarian Crisis in Gaza

The humanitarian situation in Gaza has deteriorated sharply:​

  • Casualties: Over 50,000 Palestinians have been killed since the conflict’s onset.​

  • Aid Blockade: Since 2 March 2025, Israel has blocked all humanitarian and commercial supplies into Gaza, exacerbating the crisis.​

  • Displacement: More than 2 million people are homeless and reliant on food assistance.​

 

Arab Reconstruction Plan

In response to the devastation, an Arab-led reconstruction plan for Gaza, estimated at $53 billion, has been proposed.

This initiative aims to rebuild critical infrastructure and improve living conditions without displacing Palestinians. The plan has garnered support from European nations, including France, Germany, Italy, and the UK. ​

 

International Reactions

Global leaders and organizations have condemned the renewed violence. The UN’s human rights chief, Volker Türk, described Israel’s airstrikes as a “flagrant violation of international law,” urging an immediate cessation of hostilities.
