Blinken’s Indo-Pacific Diplomatic Trip

Secretary Blinken travels to Vietnam, Laos, Japan, the Philippines, Singapore, and Mongolia to strengthen diplomatic ties and promote regional security and prosperity.

Secretary of State Antony J. Blinken embarks on a crucial diplomatic journey to Vietnam, Laos, Japan, the Philippines, Singapore, and Mongolia from July 24 to August 3, 2024.

This visit aims to reinforce alliances, promote regional security, and further the vision of a free and open Indo-Pacific.

 

Vietnam: Honoring and Strengthening Partnerships

In Vietnam, Secretary Blinken will attend the funeral of General Secretary Nguyễn Phú Trọng, offering condolences to the people of Vietnam.

This solemn occasion will also serve as a platform to highlight the strength of the Comprehensive Strategic Partnership between the U.S. and Vietnam.

Engaging with government counterparts in Hanoi, Blinken will underscore the importance of continued collaboration and mutual growth.

 

Laos: Emphasizing ASEAN Centrality

Secretary Blinken’s visit to Laos will include participation in the ASEAN-U.S. Post Ministerial Conference, the 14th East Asia Summit Foreign Ministers’ Meeting, and the 31st ASEAN Regional Forum Foreign Ministers’ Meeting. These engagements will focus on:

  • The U.S. commitment to ASEAN centrality
  • Support for the ASEAN Outlook on the Indo-Pacific

Discussions will cover economic cooperation, climate change, the ongoing crisis in Burma, and adherence to international law in the South China Sea.

Additionally, Blinken will co-chair the Third Mekong-U.S. Partnership Foreign Ministers’ Meeting to further solidify U.S. support for equitable development in the Mekong sub-region.

Japan: Strengthening Defense Alliances

In Japan, Secretary Blinken, alongside Secretary of Defense Lloyd J. Austin III, will engage in a Foreign and Defense Ministerial (2+2) Dialogue with Japanese counterparts. This dialogue will reaffirm the critical U.S.-Japan alliance, addressing bilateral, regional, and global issues.

They will also hold an Extended Deterrence Ministerial Meeting, focusing on strengthening U.S. extended deterrence with Japan’s defense capabilities.

Furthermore, Blinken will participate in the Quad Foreign Ministers’ Meeting with officials from Australia, India, and Japan. This meeting will emphasize collective commitment to regional prosperity and stability.

The Philippines: Enhancing Bilateral Cooperation

Secretary Blinken’s visit to the Philippines includes a 2+2 Ministerial Dialogue with Philippine Secretary of Foreign Affairs Enrique Manalo and Secretary of National Defense Gilberto Teodoro.

This dialogue, the first of its kind in Manila, will reaffirm shared visions of a free and open Indo-Pacific and explore ways to deepen bilateral economic cooperation.

Blinken and Austin will also meet with President Ferdinand Marcos, Jr. to capitalize on the momentum in the U.S.-Philippines alliance.

Singapore: Advancing Technology and Security Goals

In Singapore, Secretary Blinken will meet with Prime Minister Lawrence Wong, Senior Minister Lee Hsien Loong, and Foreign Minister Vivian Balakrishnan. They will review the growth of bilateral cooperation on security, economic, climate, and technology objectives.

Blinken will co-chair the second round of the U.S.-Singapore Critical and Emerging Technology Dialogue, emphasizing initiatives to strengthen ties between innovation ecosystems.

Mongolia: Deepening Strategic Partnerships

Secretary Blinken’s visit to Mongolia will focus on reaffirming the U.S.-Mongolia Strategic Partnership.

Discussions with senior Mongolian officials will cover strengthening democratic institutions, enhancing security, and expanding economic and people-to-people ties. Blinken will emphasize the U.S. commitment to Mongolia as its “Third Neighbor.”
