Canada has taken a firm stand against extremist settler violence in the West Bank. On June 27, 2024, the Honourable Mélanie Joly, Minister of Foreign Affairs, announced a new round of sanctions targeting individuals and entities responsible for acts of violence against Palestinian civilians.

These measures, part of Canada’s ongoing commitment to peace and justice in the Middle East, aim to hold perpetrators accountable and deter future violence.

Overview of the New Sanctions

Foreign Affairs Minister Mélanie Joly revealed that Canada is imposing sanctions under the Special Economic Measures (Extremist Settler Violence) Regulations. This second round of sanctions lists seven individuals and five entities for their roles in supporting or facilitating violent acts by Israeli extremist settlers against Palestinians.

Reasons Behind the Sanctions

Extremist settler violence has led to significant loss of life and damage to Palestinian property, including farming lands. These violent acts have forced many Palestinian communities to relocate, increasing insecurity for both Palestinians and Israelis in the West Bank.

Such violence undermines human rights, hampers prospects for a two-state solution, and poses substantial risks to regional stability.

Canada’s decision to impose sanctions reflects its strong opposition to the expansion of illegal settlements in the West Bank and East Jerusalem.

These settlements, deemed illegal under international law, are a major obstacle to achieving a lasting peace in the region. By targeting those who contribute to or facilitate this violence, Canada aims to promote accountability and support efforts toward a peaceful resolution.

Canada’s Stance on West Bank Violence

Canada has consistently opposed illegal settlements and extremist violence in the West Bank. According to the United Nations, there have been at least 800 attacks by settlers against Palestinians since October 7, 2023.

These attacks violate the Fourth Geneva Convention, which applies to the occupied territories and outlines Israel’s obligations as an occupying power.

Minister Mélanie Joly emphasized Canada’s commitment to a just and lasting peace in the Middle East. She stated,

“We remain deeply concerned by extremist settler violence in the West Bank and condemn such acts, not only for the significant impact they have on Palestinian lives but also for the corrosive impact they have on prospects for lasting peace.”

“We call on authorities to ensure the protection of civilians and hold perpetrators of such violence accountable.”

Expected Impact of the Sanctions

The new sanctions are designed to have significant financial and legal implications for the listed individuals and entities.

By freezing their assets in Canada and prohibiting Canadians from engaging in transactions with them, these measures aim to disrupt the financial networks that support extremist settler violence.

Additionally, the sanctions send a strong message to the international community and other potential perpetrators. Canada’s actions signal that extremist violence and violations of international law will not go unpunished.

The ultimate goal is to deter future attacks, protect Palestinian civilians, and contribute to a more secure and peaceful region.

International Reactions and Statements

The announcement of new sanctions has drawn attention from various international observers and governments. While Canada’s allies in the European Union and other regions have expressed support for the measures, reactions from Israeli officials have been mixed, with some criticizing the sanctions as biased.

The broader international community continues to watch the situation closely, recognizing the delicate balance required to achieve peace in the Middle East. Canada’s leadership in imposing these sanctions highlights its commitment to upholding human rights and international law.

Information on Previous Sanctions

This recent announcement builds on previous efforts to address extremist settler violence. On May 16, 2024, Canada announced the first round of sanctions under the Special Economic Measures (Extremist Settler Violence) Regulations, targeting four individuals.

These initial measures laid the groundwork for more comprehensive actions in response to escalating violence in the region.

The Special Economic Measures Regulations allow Canada to implement sanctions as a foreign policy tool to respond to crises and threats to international peace and security.

The targeted sanctions aim to limit the capacity of the listed individuals and entities to continue their harmful activities, thereby promoting a safer and more stable environment for all inhabitants of the West Bank.

The Bottom Line

Canada’s imposition of a second round of sanctions on extremist settlers in the West Bank underscores its commitment to peace and justice in the Middle East.

By holding perpetrators accountable and disrupting the financial networks that support violence, these measures aim to protect Palestinian civilians and promote a secure, lasting resolution to the conflict.

As the international community watches closely, Canada’s actions stand as a testament to the power of principled foreign policy and the pursuit of global peace.
