President Joe Biden emphasized NATO’s unwavering commitment to bolstering transatlantic deterrence as he met with alliance leaders in Washington.

The summit focused on strengthening the defense industrial base, increasing defense production, and supporting Ukraine against Russian aggression.

Bolstering Transatlantic Deterrence

NATO’s strength, Biden noted, is a result of continued investment among allies, including the U.S. doubling the number of battle groups on NATO’s eastern flank.

Currently, 23 NATO allies meet or exceed the minimum defense spending benchmark of 2% of GDP, a significant increase from 2021.

“For 75 years, our nations have grown and prospered behind the NATO shield,” Biden said.

“Today, we’re stronger than we’ve ever been.”

 

Investing in Defense Production

During the three-day summit, leaders outlined steps to bolster NATO’s strength through increased investments in the defense industrial base. This includes ramping up defense industrial production and coordinating national plans to enhance industrial capacity.

Biden said,

“For the first time ever, every NATO nation is pledging to develop plans for defense production at home,”  announced. This will make the alliance more innovative and competitive.”

 

Countering Russian Aggression

Biden highlighted the critical need for these investments to maintain deterrence as Russia continues its war in Ukraine.

He pointed out that Russia, with assistance from China, North Korea, and Iran, is significantly ramping up its production of weapons, munitions, and vehicles.

Biden stated,

“Right now, Russia is on a wartime footing with regard to defense production. We cannot allow the alliance to fall behind.”

 

Commitment to Defense

The president underscored the pledge as a strong message that NATO members remain committed to further strengthening the alliance.

“We can and will defend every inch of NATO territory,” Biden affirmed. “And we’ll do it together.”

Summit Outcomes

NATO Secretary General Jens Stoltenberg detailed the outcomes of the summit during a news conference. These include advancing NATO’s modernized command structure and implementing a new generation of defense plans.

The latest plans, agreed upon at last year’s summit in Vilnius, Lithuania, are the first comprehensive defense blueprint developed by the alliance since the Cold War.

  • Updated force structure to respond to any scenario
  • Expansion of partnerships with key Indo-Pacific allies

 

Supporting Ukraine

Leaders also announced significant steps to further support Ukraine’s defense against Russian aggression and its long-term bridge to NATO membership.

The NATO Security Assistance and Training for Ukraine (NSATU) initiative will coordinate equipment, training, and force development for Ukraine, ensuring full interoperability with NATO.

“The work we are doing together now will ensure that when the time is right, Ukraine can join the alliance without delay,” Stoltenberg said. “It is not a question of if, but when.”

 

Long-term Commitments

NATO leaders also agreed to a baseline of $43 billion (40 billion euros) of security assistance to Ukraine within the next year.

Stoltenberg emphasized that the alliance’s support is aimed at ending the war as soon as possible by showing commitment and resolve.

“We are not doing this because we want to prolong a war,” Stoltenberg explained.

“We are doing this because we want to end the war as soon as possible. The quickest way to end the war is to lose the war, but that would not bring peace. It will only bring occupation.”

“So, unless we want Ukraine to lose, unless we want to bow to Putin, we need to show commitment and resolve.”

The NATO Summit in Washington showcased the alliance’s unified commitment to strengthening its defense capabilities and supporting Ukraine.

With significant investments in defense production and a renewed focus on innovation and partnerships, NATO is poised to maintain its deterrence and respond effectively to any threats.

As President Biden stated, the alliance remains strong and united, ready to defend every inch of NATO territory together.
