Japan and the European Union are ushering in a new era of collaboration with the signing of their first security and defence agreement, marking a pivotal step in their bilateral relations.

Announced during a recent press briefing in Tokyo, the agreement underscores the growing strategic importance of the Indo-Pacific and Europe’s commitment to maintaining peace in the region. Amidst rising global tensions, Japan and the EU stand united in their shared vision for a secure, rules-based international order.

 

A Historical Move in EU-Indo-Pacific Relations

The EU-Japan Strategic Partnership, recently ratified, has expanded beyond economic and trade interests to encompass defence and security cooperation.

This new agreement is significant not only as a milestone in EU-Indo-Pacific relations but also as a statement against rising militaristic assertiveness in the region.

 

High Representative for Foreign Affairs expressed Europe’s shared commitment with Japan, saying,

“The Indo-Pacific is the theatre where the history of mankind will be written in this century.”

Both regions view this alliance as crucial in navigating a landscape of increasing rivalry and emerging global threats.

Japan’s Foreign Minister Takeshi Iwaya echoed this sentiment, celebrating the partnership’s potential to strengthen collective security efforts and foster trust between Europe and Japan.

 

Components of the Security and Defence Partnership

The agreement focuses on key areas that enhance cooperation and build resilience, such as:

  1. Director General-Level Dialogue: Regular dialogues at the director-general level will provide both parties with a steady platform for discussing security challenges, sharing intelligence, and aligning policies in response to potential threats.
  2. Joint Military Exercises: Japan’s Self-Defense Forces and EU Naval Forces will engage in joint military exercises, designed to bolster readiness and promote coordinated response capabilities.
  3. Maritime Security Collaboration: With a focus on the Indo-Pacific’s contested waters, this partnership aims to strengthen maritime security, ensuring free and secure navigation in line with international laws.
  4. Information Sharing in Defence: Enhanced intelligence sharing in defence matters will improve preparedness for unforeseen incidents and foster mutual understanding of the security landscapes in Europe and the Indo-Pacific.

This cooperation is part of a broader effort to safeguard both regions against geopolitical threats and to demonstrate a united stance on international security norms.

This landmark partnership arrives at a time of heightened global tensions, particularly with the rise of China’s military activities in the Indo-Pacific and the ongoing Ukraine conflict in Europe. By joining forces, the EU and Japan are positioning themselves as advocates for stability in a multipolar world.

Their united front symbolises a shared commitment to maintaining a rules-based order and confronting challenges like maritime disputes, cybersecurity threats, and global conflicts.

The High Representative noted that the partnership reinforces their shared values, including democracy, human rights, and international cooperation.

This security alliance complements the robust economic relationship between the EU and Japan, underscored by the existing Economic Partnership Agreement (EPA). Both regions have worked closely on issues like supply chain resilience, economic security, and technological innovation.

In 2024, for instance, the EU and Japan held a High-Level Economic Dialogue focused on these pressing issues, alongside ongoing digital partnerships aimed at advancing technological cooperation.

Aiming to improve the free flow of data, economic resilience, and technological innovation, these economic ties fortify the foundation of trust on which this security partnership is built.

The EU and Japan also continue to explore collaborations in education, cultural exchange, and digital transformation, building a comprehensive, multifaceted relationship.
