Solidarity took center stage in Brussels as EU High Representative Kaja Kallas delivered pointed remarks following the inaugural High-Level Political Dialogue with the Palestinian Authority.

Despite the dire backdrop of conflict and destruction, the message was one of determined partnership and long-term engagement.

Humanitarian Aid and Accountability

Kallas didn’t shy away from addressing the stark realities in Gaza and the West Bank. She condemned the total blockade of aid to Gaza and called on Israel to fully reinstate humanitarian access.

Moreover, she emphasized that the EU’s support for Palestine is not just about immediate relief—it’s about building institutions and preparing for peace.

Highlights:

  • €1.6 billion EU support package announced

  • Condemnation of settler violence and call for sanctions

  • Emphasis on Two-State solution as the only sustainable path forward

Ground Support Through EU Missions

The European Union reaffirmed its commitment through two major missions—EUBAM Rafah and EUPOL COPPS—both positioned to aid the Palestinian Authority.

EU Missions Supporting Palestine

Mission Focus Area Status & Role
EUBAM Rafah Gaza border access Ready to support goods delivery and crossings
EUPOL COPPS Civil policing and justice reform Supporting institutions, incl. Gaza readiness
  • Over 4,000 civilians crossed safely to Egypt with EU help

  • Civilian police training and justice sector reform discussed

Toward Long-Term Cooperation

Kallas noted that today’s dialogue was not only a response to crisis but a foundation for future EU-Palestine collaboration.

She commended the Palestinian Authority’s reform efforts and openness to research partnerships like Horizon Europe. The EU made it clear: support will continue, and expectations for governance and reform remain high.

Challenges in Sanctioning Extremist Settlers

While the EU has already sanctioned violent Israeli settlers, reaching full consensus across all 27 member states remains a challenge. Kallas acknowledged the political difficulty but stressed the need to align EU actions with its values.

“If we deplore in words, we must follow in deeds.”
