What role should the European Union play in addressing the escalating conflict in the Middle East?

This question loomed large during the keynote speech by Josep Borrell, the EU’s High Representative for Foreign Affairs and Security Policy, at a meeting of the Two-State Coalition for Israel and Palestine.

His address provided a clear-eyed view of the challenges in the region and a roadmap for the EU’s involvement.

 

The Five Guiding Principles

Borrell emphasized five critical principles to guide EU peace-making efforts:

  1. Upholding International Law
    The EU must consistently denounce violations of international law, whether by adversaries or close partners like Israel. Borrell called for a balanced approach, likening the need for action to the EU’s response to Russia’s annexation of Crimea.
  2. Supporting the Two-State Solution
    Despite widespread agreement among EU member states on the need for a two-state solution, Borrell stressed the urgency of transitioning from rhetoric to implementation. This involves concrete measures, even if they demand political courage.
  3. Investing in Palestinian Democracy
    Strengthening Palestinian institutions is vital for legitimacy and efficiency. The EU should help improve governance, public services, and security to foster trust within Palestinian society.
  4. Leveraging EU-Israel Relations
    Israel’s deep integration into EU programs offers a unique leverage point. The EU must use its influence to promote peace and discourage settlement expansion and annexation efforts.
  5. Combating Hate and Extremism in Europe
    Rising tensions in the Middle East risk spilling over into European communities. Borrell underscored the need to fight antisemitism and all forms of hate, emphasizing that legitimate criticism of government policies must not be conflated with bigotry.

 

A Harrowing Humanitarian Crisis

Borrell painted a grim picture of Gaza, where infrastructure has been obliterated, and survival has become an individual struggle.

Over 240 UN workers have died since October 2023, and humanitarian aid is on the brink of collapse due to fuel shortages and lawlessness. Without immediate intervention, the region faces an unprecedented humanitarian catastrophe.

Unity as a Cornerstone

A recurring theme in Borrell’s speech was the importance of EU unity. He highlighted the bloc’s effectiveness in addressing the Ukraine crisis as a model for Middle Eastern peace-making.

Unity, he argued, is the foundation of relevance and influence on the global stage.

 

Moving Beyond Rhetoric

The speech was a call to action for the EU to move from declarations to decisions. Implementation, as Borrell noted, involves difficult choices, including applying coercive measures when needed.

For instance, holding Israel accountable for international law violations is necessary, even if it challenges existing partnerships.

 

A Responsibility to Act

The EU’s role as a peace broker extends beyond diplomacy to a moral obligation to prevent the further loss of life and uphold human dignity.

This responsibility, as Borrell passionately argued, cannot be ignored, especially in the face of growing extremism and political polarization.
