The Under Secretary of Defense for Acquisition and Sustainment, William LaPlante, led the inaugural meeting of the Partnership for Indo-Pacific Industrial Resilience (PIPIR) in Honolulu, Hawaii, on October 7-8, 2024.

Bringing together defense leaders from Indo-Pacific and Euro-Atlantic regions, the initiative focuses on strengthening defense capabilities, economic security, and regional cooperation.

 

Strengthening Defense Through PIPIR

The first PIPIR meeting marks a critical step in reinforcing defense industrial collaboration among U.S. allies and partners.

The forum, hosted by the Daniel K. Inouye Asia-Pacific Center for Security Studies and the U.S. Indo-Pacific Command (INDOPACOM), included National Armament Directors and senior leaders.

Its goal is to ensure that the defense industrial base (DIB) remains robust enough to address modern challenges by improving production, sustainment, and supply chain resilience.

 

Main Initiatives Discussed at the Meeting

During the two-day event, PIPIR members endorsed a Core Vision Statement—a document that outlines strategic principles aimed at fostering defense industrial resilience.

This agreement builds upon an earlier set of principles endorsed by 13 countries, including the United States, at the Shangri-La Dialogue in May 2024. The meeting also introduced four primary workstreams:

  • Sustainment: Ensuring the longevity and maintenance of defense assets.
  • Production: Increasing defense manufacturing capabilities and efficiency.

The two other workstreams include Supply Chain Resilience and Policy and Optimization, both aimed at creating smoother and more efficient cooperation across partner nations. These areas will be managed by leaders appointed during the meeting to streamline efforts.

 

The Strategic Importance of PIPIR

Enhancing Regional Security and Economic Prosperity

PIPIR serves as a bridge for international cooperation in the defense sector, directly supporting the U.S. National Defense Industrial Strategy and Regional Sustainment Framework. The partnership is designed to fortify the defense manufacturing base, making it more resilient to geopolitical tensions and supply chain disruptions.

The initiative’s alignment with U.S. strategic interests is evident.

It seeks to:

  • Enhance the ability of Indo-Pacific and Euro-Atlantic allies to produce and maintain critical defense capabilities.
  • Drive economic growth by establishing new industrial hubs, which will create jobs and boost local economies.

According to LaPlante,

“Today’s security environment demands closer collaboration with our allies and partners. PIPIR will help strengthen our collective ability to produce and sustain warfighting capability in the Indo-Pacific.”

This approach is expected to promote long-term stability and prosperity in the region, making it a cornerstone of U.S. defense policy.

The creation of PIPIR is not just about defense; it also has significant implications for local economies in participating nations.

Future Outlook for PIPIR

Moving Forward with Clear Objectives

Looking ahead, PIPIR will focus on operationalizing the workstreams discussed at the inaugural meeting. This includes establishing an Industrial Advisory Board that brings together experts from various sectors to provide strategic insights.

Further development will center around refining policies and boosting production efficiency to keep the defense industrial base adaptable and resilient.

PIPIR’s formation demonstrates the U.S. commitment to a collaborative and resilient defense strategy in the Indo-Pacific. As the partnership grows, it will shape the economic and security landscapes of member nations, equipping them to tackle evolving challenges.
