In a decisive move, the U.S. Treasury has imposed sanctions on Rwanda’s Minister of State for Regional Integration, James Kabarebe, and M23 spokesperson Lawrence Kanyuka Kingston.

These individuals, along with two affiliated companies, are accused of supporting armed conflict in the Democratic Republic of the Congo (DRC), exacerbating violence and human rights abuses.

U.S. Sanctions Rwanda Over DRC Violence

Who Was Sanctioned and Why?

The U.S. Treasury’s Office of Foreign Assets Control (OFAC) has sanctioned:

  • James Kabarebe – A senior Rwandan official allegedly coordinating military and financial support for M23 rebels.
  • Lawrence Kanyuka Kingston – M23’s spokesperson and strategist, linked to the rebel group’s funding and public messaging.
  • Kingston Fresh LTD & Kingston Holding – Two of Kanyuka’s companies suspected of laundering funds for M23 operations.

These sanctions come amid escalating tensions in the DRC, where the Rwanda-backed M23 militia has seized strategic locations, including Goma and Bukavu, leading to civilian casualties and mass displacement.

M23’s Role in the Conflict

M23, a U.S.- and UN-sanctioned armed group, has a history of insurgency in eastern Congo. Originally active in 2012, the group resurfaced in 2021 with Rwandan military backing, expanding its control over mineral-rich territories.

Main Developments:

  • January 2025: M23 captures Goma, North Kivu’s capital.
  • February 2025: The group seizes Bukavu, South Kivu’s capital.
  • Impact: Thousands killed, UN peacekeepers targeted, and large-scale displacement of civilians.

Geopolitical and Economic Implications

The DRC’s conflict has broader implications beyond national borders, particularly due to its vast reserves of critical minerals, essential for global supply chains.

The United States has voiced concerns over Rwanda’s alleged role in exploiting these resources to finance M23’s operations.

Sanctioned Individuals and Their Alleged Activities

Name Role Allegations
James Kabarebe Minister of State for Regional Integration Military coordination, mineral trade exploitation
Lawrence Kanyuka M23 Spokesperson Rebel funding, public relations for armed groups
Kingston Fresh LTD UK-based company Alleged financial operations for M23
Kingston Holding France-based consultancy Suspected involvement in illicit mining activities

Sanctions and Their Likely Impact

The sanctions freeze U.S.-based assets of the individuals and entities involved, prohibiting American citizens and businesses from engaging with them. Violations may lead to civil or criminal penalties.

What Happens Next?

  • The U.S. urges Rwanda to withdraw its support for M23 and respect DRC’s sovereignty.
  • Diplomatic pressure increases on Rwanda to participate in peace talks under the Luanda Process.
  • The global business community reassesses risks associated with mineral supply chains from the region.

To Sum Up

The U.S. Treasury’s sanctions mark a significant step in addressing the ongoing crisis in the DRC. As tensions rise, the international community continues to monitor developments.
