EU-Central Asia Ministers Strengthen Ties in Ashgabat

A Milestone in EU-Central Asia Relations

On March 27, 2025, Ashgabat, Turkmenistan, hosted the 20th EU-Central Asia Ministerial Meeting.

Chaired by EU High Representative for Foreign Affairs and Security Policy, Kaja Kallas, the gathering included foreign ministers from Tajikistan, Turkmenistan, Uzbekistan, and deputy foreign ministers from Kazakhstan and Kyrgyzstan.

This assembly underscored a mutual commitment to deepening collaboration between the European Union and Central Asian nations.

Main Areas of Discussion

The meeting provided a platform to evaluate the implementation of the EU-Central Asia Roadmap for Deepening Ties, endorsed in October 2023. Discussions encompassed several strategic interests:​

  • Global Gateway Initiatives: Emphasis on trade, transport, water resource management, energy, climate change, digitalization, and critical raw materials.​

  • People-to-People Contacts: Advancing education, vocational training, research, and skills development to foster closer interregional ties.​

Commitment to International Principles

Participants reaffirmed their dedication to upholding the United Nations Charter, emphasizing respect for independence, sovereignty, and territorial integrity of all states.

The urgency of achieving a comprehensive, just, and lasting peace in Ukraine was highlighted, alongside a commitment to address sanctions circumvention collaboratively.

Addressing Common Security Challenges

The ministers deliberated on enhancing cooperation to tackle shared security concerns:​

  • Combatting Organized Crime: Strengthening efforts against transnational criminal activities.​

  • Countering Violent Extremism and Radicalization: Implementing strategies to prevent the spread of extremist ideologies.​

  • Regional Security Concerns: Focusing on developments in Afghanistan and their implications for regional stability.​

The Upcoming EU-Central Asia Summit

Preparations for the inaugural EU-Central Asia Summit, scheduled for April 3-4, 2025, in Samarkand, Uzbekistan, were also on the agenda. This summit aims to solidify political resolve for closer strategic cooperation at the highest level. ​

The Evolving EU-Central Asia Relations

Since adopting the Strategy on Central Asia in 2019, the EU has recognized the region’s growing strategic relevance. Cooperation has flourished across various sectors, exemplifying a partnership geared towards resilience, prosperity, and sustainability.

Initiatives like the EU’s Global Gateway and the Green Deal provide frameworks for green and digital transitions while enhancing trade, investment, and connectivity.

Bilateral relations continue to evolve, supported by Enhanced Partnership and Cooperation Agreements.

The Joint Roadmap for Deepening Ties, adopted in October 2023, outlines five key areas to bolster EU-Central Asia relations through dialogue and practical cooperation.

The 20th EU-Central Asia Ministerial Meeting in Ashgabat marked a significant step in reinforcing the partnership between the European Union and Central Asian countries.

By addressing mutual interests and preparing for the upcoming summit in Samarkand, both regions demonstrated a shared commitment to fostering peace, security, and sustainable development.
