The U.S. Transportation Command (TRANSCOM) is actively pursuing the acquisition of up to 10 additional used cargo ships to enhance the aging Ready Reserve Force (RRF) fleet, which is vital for maintaining strategic sealift capabilities.

This initiative aims to address reliability issues associated with the fleet’s median age of 47 years.

 

Revitalizing Strategic Sealift Capabilities

The U.S. Transportation Command (TRANSCOM) is seeking authority to purchase additional used cargo ships as part of efforts to bolster the Ready Reserve Force (RRF) fleet.

The RRF, crucial for strategic sealift capabilities, faces challenges due to its aging vessels, some of which still operate on steam power.

TRANSCOM plans to acquire two used ships annually, with an estimated cost of $210 million for each pair. This approach aims to maintain necessary sealift capacity while addressing immediate needs more cost-effectively than building new ships.

 

Economic and Security Implications

Enhancing the RRF fleet is not only a matter of national security but also has economic implications. Strengthening the U.S. shipbuilding industry and acquiring used vessels can support economic growth by creating jobs and maintaining a competitive maritime sector.

 

Strategic Developments

  • The U.S. government has already purchased seven used vessels and plans two more acquisitions in FY25.
  • The goal is to reach the statutory limit of ten used ships by FY26.
  • Long-term plans include building new ships for sustained maritime capability enhancement.

 

Geopolitical Context

The geopolitical landscape necessitates robust maritime capabilities as competition with nations like China intensifies.

With 85% of U.S. combat power based overseas, reliable logistics support is essential for credible global deterrence and effective military operations abroad.

We need to both build it here, and we actually need to buy used,

said Air Force Gen. Randall Reed, Commander of U.S. Transportation Command.

 

These ships are really, really old… The reliability of them sometimes in question because of that,

added Gen. Reed.
